JOE MOEGGENBERG

CEO and President

Joe has over 35 years of experience in the aviation industry and is a commercially-rated pilot with over 4,000 hours of flight experience. He started his career as a salesman and demo pilot for the Cessna Aircraft dealer organization. In 1977, Joe founded American Air Services, which was acquired by NetJets in 1987 and renamed Executive Jet Management (EJM). Joe remained President and CEO of EJM following the acquisition, and in 1992 he was named President of NetJets. After leaving NetJets in 1995, he founded ARGUS International, Inc. Under Joe’s leadership, ARGUS has seen rapid growth in the business aviation, rotor wing, air carrier and UAS aviation segments.

MIKE MIDKIFF

Chief Information Officer

During his 15-year tenure at NetJets, Mike was a key manager throughout the company’s most aggressive years of growth. Mike may be best known for managing and directing the development of NetJets’ Intellijet computer system, which is considered the most comprehensive, sophisticated and powerful computer system in use today by any operator within the private aviation marketplace.

Most recently, Mike has been consulting for several early-stage companies whose business models are largely dependent on the design and functionality of their management operating systems.

Mike joined ARGUS to direct the information technology division.

SCOTT LISTON

Executive Vice President, Business Development

Scott held numerous senior management positions during a 16-year career at NetJets. He joined the company in 1985, and managed Customer Service and Vendor Relations, along with other key departments. He was also responsible for NetJets Europe and NetJets Middle East.

In 2000, Scott co-founded Air Chef Holdings, LLC and led its growth as a start-up company into what is now the world’s largest provider of catering services to the private aviation community. Scott joined ARGUS International, Inc. in 2009 to lead the company’s business development group, including sales, marketing, strategic relationships and acquisitions. During his time at ARGUS, Scott has launched numerous new products into the business aviation, rotary wing, and air carrier marketplaces, has opened up new markets around the globe, and completed an acquisition in the Unmanned Aerial Systems (UAS) industry.

Scott joined ARGUS to direct the business development and strategic partnership division.

TERRY WEBB

Executive Vice President, ARGUS PROS

Terry has over 40 years of experience in the aviation industry, and is currently responsible for auditing quality and standardization, and ensuring all training provided by ARGUS PROS meets IATA standards. He sees to the oversight of all ARGUS audits and has first-hand knowledge of airline and business aviation Safety Management Systems (SMS) practices. His experience spans supervision and participation in business operator audits, with an emphasis in the area of SMS.

Terry’s balanced experience in business aviation and air carrier operations creates an impressive compilation. Terry has a military background with the U.S. Coast Guard and Air National Guard and was an instructor for United Airlines and instructed B-737 systems for flight crews and Safety Orientation for new employees. Also while at United Airlines, he was a Flight Safety Investigator and developed and managed the codeshare auditing programs for United Express and the Star Alliance before assisting in the development of the IATA Operational Safety Audit and eventual accreditation as an IATA Audit Organization. He has instructed and coached SMS principles worldwide and provides instruction in the IOSA (IATA Operational Safety Audit) Lead Auditor Training Course and the ARGUS PROs Aviation Lead Auditor Training Course.

Terry joined ARGUS to direct the ARGUS PROS auditing and training division.

BILL YANTISS

Executive Vice President, PRISM

Captain Bill Yantiss completed a 20-year US Air Force career training pilots in the T-38, F-4D/E, F-5E, and F-15A/B. Following retirement, he gained experience in the Corporate Aviation community flying Beech King Air and Lear 35 aircraft. He joined United Airlines as a Pilot Instructor in 1989 and was quickly promoted to Department Manager. During his 20-year career at United he was responsible for developing Safety, Security, Quality, and Environmental programs and management systems. During this period, he maintained currency as a B737, B757, and B767 Captain. Bill also implemented a United Express audit program that expanded to include all 55+ international code share airlines. He developed the Star Alliance safety audit program that became the global standard for safety auditing systems. The International Air Transport Association (IATA) assumed sponsorship of this concept and expanded it globally. As the program evolved, Bill became a leader in the development of the IATA Operational Safety Audit (IOSA) program that has evolved into the “gold standard” for airline safety certification. Captain Yantiss has conducted over 75 audits of international carriers, recommending them for IOSA registration.

Bill retired from United as the Vice President – Corporate Safety, Security, Quality, and Environment. Captain Yantiss is an IOSA and IS-BAO Auditor, a BARS auditor, an ISO 9000 Certified Quality Auditor, a Certified Quality Manager of Organizational Excellence by the American Society for Quality, a Lean Six Sigma Black Belt, and a graduate of the USC Aviation Safety School of Engineering. He received a B.S. in Environmental Biology from Butler University and an MBA from Golden Gate University.

Bill joined ARGUS to direct the PRISM Safety Management System division.

JOHN ILLSON

Senior Vice President, Certification Services and Regulatory Assistance

Captain John Illson has nearly 40 years of experience in safety, flight operations and international aviation policy development in facilitating the implementation of safety management systems and state safety programs. Captain Illson began his aviation career as a pilot with US Airways, accumulating over 18,000 hours of flying experience. He has also previously held positions with IATA, leading the organization's operational and safety initiatives, as well as ICAO as the Chief of the Integrated Safety Management and Operational Safety Sections.

Illson holds a Bachelor's degree in public Administration from Georgetown University as well as Master's degrees from the University of Pittsburgh in International Affairs and Business Management.

John joined ARGUS to direct the PRISM Certification Services and Regulatory Assistance division.

SHIRLEY MASON

Executive Vice President, Market Intelligence

Shirley has over 21 years of experience serving as Vice President for ARGUS. Shirley has developed the business aviation consultancy arm of the company, managing a wide range of projects for customers from various spheres of the general aviation industry. Under her leadership, ARGUS successfully launched the TRAQPak program, offering services to charter companies, fractional operators, fuel providers, OEMs, aviation service providers and FBOs. Prior to joining ARGUS, Shirley worked with Procter & Gamble at their health care research center, where she developed and implemented ongoing brand perception, market assessment, customer preference, customer satisfaction and business-to-business research projects.

Shirley joined ARGUS to direct the Market Intelligence division.

DAVE PARRAN

Controller

Mr. Parran has over 30 years of experience in accounting and financial administration. His career began in the banking industry managing accounting personnel and the payroll/vendor system, and continued to grow in his career to oversee all facets of accounting control and financial reporting for a large equipment leasing firm.

At ARGUS, Dave is responsible for overseeing the company’s financial spectrum, including accounting systems; planning, budgeting, forecasting; tax compliance; payroll; and financial reporting.

Dave joined ARGUS to direct all aspects of fiscal management for the company.

AARON GREENWALD

Senior Vice President, ARGUS Unmanned

Aaron Greenwald serves as the Senior Vice President for ARGUS Unmanned, focusing on providing Unmanned Aircraft Systems (UAS) pilot safety training and certification, safety audits, and SMS to individuals, organizations, and enterprises seeking to operate UAS in the civil, commercial, and defense markets worldwide. Prior to joining ARGUS, Aaron served as Managing Director of an international joint venture delivering UAS flight services to commercial enterprise customers throughout Asia-Pacific. Aaron is a former management consultant at Booz Allen Hamilton, and is an alumni of Johns Hopkins University and the University of Maryland.

Aaron joined ARGUS to direct the ARGUS Unmanned division.
